Pipeline-based electric heat tracing systems have been widely used in the national defense industry, but problems in their use persist. To assess their safety, this study analyzed the common faults that occur in such systems, and 17 factors were identified. These factors were then used to construct a safety evaluation index system for pipeline-based electric heat tracing systems that considers the system design, installation, and construction, and the electrical connection and operation. The weights of each layer of the systemwere calculated by using the improved analytic hierarchy process, and a grey clustering-based evaluation of the safety of pipeline-based electric heat tracing systems was developed. The effectiveness of the proposed model was verified through an example of an electric heat tracing pipeline. The results show that the proposed model can objectively and accurately evaluate the safety of such pipelines, and can quickly identify weak links. The proposed method thus has high application value.
