    摘要:

    印度开展外空技术试验遭受了来自国际舆论的谴责、强国遏制与外空法约束等多个方面的压力。当今世界航天大国都在竞相开展外空技术试验。当各国面临相似的问题时,应尽快开展研究,找出如何以合理的理由、灵活的手段开展试验,同时集结优势力量开展国际合作。本文深入分析主要航天国家对印度开展外空试验的主要压制手段,以此剖析印度外空技术试验产生的负面效应,并针对如何规避外空法约束及舆论压力开展外空技术试验,科学提出应对多种可能问题的对策建议,使各国在开展外空技术试验时能够迅速地提供舆论、法律、宣传保障,以保证在开展外空试验的“用兵”和“用法”上具备预见性、灵活性和及时性。

    Abstract:

    At present, if the Indian government, for instance, wants to carry out technological experiments in outer space, it is at risk of condemnation from the general public, containment by powerful nations, and being restrained by international space law. The world’s space powers are in a race to carry out technological experiments in outer space. It is thus important for them to determine how to flexibly conduct fruitful experiments that advance their interests while maintaining international cooperation. This paper analyzes the main means used by countries to deter India from carrying out experiments in outer space as well as the negative effects of such experiments. To identify ways to circumvent the constraints of international space law and the pressure of public opinion, the authors propose countermeasures to deal with various problems that might arise in this context. The aim is for space powers to act in a responsive and efficient manner to assuage public opinion, accord with international law, and pursue their interests when carrying out technological experiments in outer space.
