    摘要:

    改革是美军保持领先优势的关键招数。美国国防部于2018年1月启动了为期三年的新一轮战略管理体制改革,这既是加大技术创新力度,贯彻落实“第三次抵消战略”的重要举措,又是为顺应信息化时代战略管理新规律、新特点、新趋势而进行的一次全新尝试。本文认为,美军在对国防采办政策进行重大改革的基础上,对试验鉴定体制进行的一系列改革调整,包括把研制试验鉴定从装备采办中独立出来、加强对试验鉴定资源的统筹管理等,形成了相对独立的作战试验鉴定、研制试验鉴定、试验资源管理三大体系。跟踪分析美军试验鉴定体制改革特点及规律,对军队深化推进试验鉴定体制改革、加强和改进试验鉴定工作具有重要借鉴意义。 [关键词] 试验鉴定;作战试验;试验资源;体制改革

    Abstract:

    Reform is a key tactic for the US military to maintain its global dominance. The US Department of Defense launched a three-year round of reforms to its strategic management system in January 2018. This is an important measure for increasing technological innovation and implementing the “third offset strategy” as well as adapting to the information age. It constitutes an attempt to manage new laws, features, and trends. Based on major reforms of its defense acquisition policy, the US military has carried out a series of reforms and adjustments of its testing and evaluation system, including independent research and development tests, evaluation of weapon procurement, and strengthening the overall management of the resources for testing and evaluation. This has led to the formation of three relatively independent major systems of operational testing and evaluation, developmental testing and evaluation, and tests of resource management. Tracking and analyzing the characteristics and laws of reform of the US military’s test and evaluation system are important for China’s military to undertake a reform of its own corresponding system.
